Dikchya Raut is a qualified Human Rights Lawyer with LLM degree in International Human Rights Law from University of Sussex as a recipient of Chevening Scholarship. She is a digital rights advocate amplifying her message in global policy platforms.

For the past 10 years, she has served in law firms and diverse international organizations to manage programs in the area of cyber law, cyber security and internet governance. She has worked with a range of stakeholders in Asia Pacific, Africa and Europe Region such as the Ministry of Communication and Information Technology (MoCIT), World Association of Girl Guides and Girl Scouts, United Nations Population and Development (UNFPA), research organizations and youth coalitions.

From time to time, she has contributed to Net Mission Asia Pacific Policy Observatory’s report on digital governance in the age of AI. She proudly brings a diverse range of talents to this mission. She blends academic expertise with hands-on experience in advocacy strategy, program management, strategic partnerships, and youth engagement.
